Berkeley’s First Homeless Coordinated Access System aka The Hub – is scheduled to open on January 4, 2016

Berkeley will be the first city in the county to implement a Housing Crises Intervention Center – a one-stop-shop for all homeless services. The Center known as The Hub is the city’s response to a Directive of the U.S. Department of Housing and Urban Development (HUD) which requires that homeless service providers prioritize the chronically homeless and the disabled. All homeless clients who are directed to The Hub, which will be located at 1901 Fairview in South Berkeley, will be assessed and prioritized rather than the current system, which allocates resources on a first-come, first-served basis.

The Hub will be staffed and managed by the Berkeley Food & Housing Project (BFHP) under contract to the city. Existing drop-in centers for the homeless such as the Multi-Agency Service Center (MASC) will continue offering services during a transition period and will then be phased out as The Hub becomes fully operational. Clients at The Hub will be assessed and only the most vulnerable members of the homeless population will be offered shelter and others will be diverted. The goal of The Hub and this new protocol for prioritizing homeless services is to eventually graduate clients out of transitional housing and emergency shelters and into permanent housing whether that be permanent supportive housing, subsidized rental housing, living with friends or family or market rate housing.
